For me, the Main Signage board has the list of reasons to qualify for a tickets in very small print IMO - but grateful for any comments and the way forward on the basis of the photos.
My permit was on display, has been for several years and it has not been moved from the front of the windscreen - as per their instructions.
The Rental agreement makes no mention of parking. I had to apply for a permit by providing my V5 form and flat address etc.

Well as mentioned before, draft an appeal based on the usual (non ANPR) examples! Should be easy to win and signs like the one above are useless as they don't state the t&cs - a driver could have read that but not be aware of any PCN possibility and certainly would not have entered into a contract.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks CM - I will begin a draft appeal and post it for review. Given the 'charge' as Not Displaying A Permit In The Front Windscreen, would you suggest including any of the nine photo's as supporting evidence to be included with the appeal?

I understand your frustration in that your permit was displayed. You can console yourself with the knowledge that the PPCs silly attitude is going to cost them £27 a pop or £54 I total at Popla.
I would go further and complain to the BPA.

Dear BPA,
I enclose a copy of a parking charge, their photograph of my vehicle, and a close up photograph. I wish to raise a complaint because the charge is 'permit not displayed' but you can see from their photograph that it is. My close up photo shows this in more detail. This is therefore a fraudulent attempt to obtain money and is a breach of your code of practice on professionalism. I trust you will issue appropriate sanction points.Dedicated to driving up standards in parking0 -
I'd be tempted to add words like.
I understand honest mistakes can be made so given that I have now brought this to your attention, the rapid cancellation of this charge will bring this matter to a close. However, if you do not cancel this speculative invoice I will be forced to conclude that this was a deliberate attempt to gain money under false pretences. Further, any more tickets of this nature that are issued will confirm this. At this point it will become a criminal matter and I will take action. I suggest you inform your operatives of this.0 -

I refer you to your NtK and photos, in particular photo x.
You can see quite clearly that there was a permit on display, top centre of windscreen to avoid obscuring vision. The permit is current and your operative failed to observe it as the ticket claimed a permit was not displayed.
You must now cancel the ticket or issue me with a POPLA code which, I assure you, will be used.
An apology would not go amiss either.

I have already appealed to OPC Parking and this was their response;
Here is the actual wording from OPC
"
Having reviewed the photographic evidence for these PPC’s carefully, we are confident that they prove that no permit was displayed at the time off PPC issue in both instances. The permits for this location are blue with a holographic logo, and the parking attendants thoroughly inspect the windscreen before taking the photos.
The OPC signs state that permits must be clearly displayed within the front windscreen.It is the driver’s responsibility to ensure permits are properly and securely displayed before leaving their vehicle within the controlled area. If a permit has not been properly displayed the vehicle cannot be identified by our parking attendant and a Private Parking Charge will be issued.
OPC strictly enforce the terms and conditions of parking to ensure the facility is managed in accordance with the agreement with the landowner/property management company who owns the parking facility. The requirement of displaying a permit ensures that the system of parking control remains effective.
On the days in question a valid permit was not clearly displayed and as per the terms and conditions this would result in parking charges being issued. We have noted your comments, however due to the above and the evidence supplied by our operative we see no reason to invalidate these PPC’s.
This decision, which has been based on the facts of the case and takes into account our consideration of any mitigating circumstances, is our final decision. You now have a number of options from which to choose:
1 Pay the Private Parking Charges at the prevailing price of £50.00 per PPC within 14 days of this correspondence. Please note that after this time the discounted rate will no longer apply and the full charge will be payable within a further 14 days.
2 Make an appeal to POPLA – The Independent Appeals Service by completing the accompanying forms or by making your appeal online at POPLA. Your verification codes, which you will need to appeal to POPLA, are 486XXXXXX & 486XXXXXX.
Please note that if you wish to appeal to POPLA, you will lose the right to pay the charges at the discounted rate of £50.00 per PPC, and should POPLA’s decision not go in your favour you will be required to pay the full amount of £100.00 per PPC. If you opt to pay the parking charges you will be unable to appeal to POPLA.
3 If you choose to do nothing, we will seek to recover the monies owed to us via our debt recovery procedures and may proceed with Court action against you."
Therefore I will appeal via POPLA and I'm about to draft my letter for perusal of the Forum Team so I can win and wipe the smile off OPC's faces....

But please confirm if it was one of their photographs that showed the permit clearly in windscreen. If so, I just can't see how they came up with that reply unless poor eyesight is a pre-requisite to working for them.
BPA will love having to underwrite another failed POPLA appeal. Make sure that you major on the fact that you did display the pass and their photographic evidence proves it.0 -

Photo 4 was OPC Parking evidence against me. Permit is located top centre of windscreen (to avoid eyeline interference).
Photo 5 was my photo taken on my mobile with my permit in the same location - you can see the mirror and roofline.
I'm determined to win given their pathetic scam.0 -

It is the Rainmaker system, regardless of the validity of the claim, you deny, deny, deny. Therefore, they do not actually read the objection, they just have some minimum wage grunt producing letters of rejection.0
