Do it if it will make you feel better, but don't expect it to have the impact you are looking for. Bullies are cleverly manipulative. They know how to twist things around, when the victims are there to defend themselves, let alone when they are not.
Your email will be received with contempt, with them denying everything in a dismissive way, and the implication that clearly you were not quite right in the head and it is a benefice to the company that you are gone.
Those who are currently being bullied already know they are bullied. The others will either not believe it, or won't care and will forget about it in two seconds. It is only you who will get something out of it believing that you've done something great, no one else will care one iota.0 -

I've seen emails like this in the past, did they change anything? Of course not. Most of the time the emails to 'all' get deleted without even being read. Assuming it is management you are being critical of they will just shrug it off by pointing out that there haven't been any formal complaints if it is about other staff being bullies, lazy or whatever other criticism they will have been getting away with it for years so what difference is an email from someone who is retiring going to have.
A formal grievance is the way to go or at least ask for some kind of exit interview with a senior member of staff (who you aren't accusing of wrongdoing) and spell out your issues formally and for the record. It still probably won't change anything but in any decent company it may raise some questions. If there is bullying or other unacceptable behaviour everyone already knows about it and knows who the culprits are, everyone has a duty to try and prevent it, if they haven't then why complain silently.
If you are doing this as a means of venting and releasing your frustrations then that's your choice. Although it's possible someone may look at legal action it's unlikely but similarly I suspect it will have very little impact once the door has closed behind you.
I personally would just make sure I thanked those who had been kind to me and leave the others to get on with it and be thankful that I was retiring.
