OK, each and every time complain to PALS again.
And having a re-think about this, you have already complained to PALS as driver and there's not point waiting for the NTK IMHO. This is a small PPC and in the sticky info thread fro NEWBIES I do suggest an earlier appeal to small fry, to avoid hassle later on when they pretend you are out of time to appeal. Also there's no advantage for you to wait for the NTK in this case as you can appeal as driver on the basis of no genuine pre-estimate of loss and the usual stuff.
I would actually send ONE appeal letter NOW from you as driver, mentioning all 3 PCNs and enclosing a copy of your complaint letter to PALS. And saying:
'See attached letter of complaint which is being escalated with the Hospital Facilities Manager with PALS help. Take note that the purpose of this communication with you is to appeal all three unwarranted PCNs, refs as above. Here is a copy of my Blue Badge which allows me to park on double yellows in the 'real life' that is on-street parking. If you want to make this area a no stopping zone you can't just paint double yellows because that communicates a 3 hour parking concession to Blue Badge holders. You cannot pretend this communicates something different unless you clearly sign the area as a no-stopping zone with red lines or kerb blips and repeater 'no stopping zone' signage at the lines.
And of course your charge is not a genuine pre-estimate of loss to anyone - if it is then prove it. Finally, you have no locus standi at this site as you are not the landowner so send me your full unredacted landowner contract (not a site agreement/witness statement slip of paper) or you will be put to strict proof of it, at POPLA stage.

With regard to the three PCNs that I have attracted over the last three weeks at the Royal Glamorgan Hospital

The third PCN which is the earliest one will have to be found through my Reg Number.
I wish to appeal against all charges.
I have already complained to the Royal Glamorgan Hospital

In every case where a motorist has raised this issue, POPLA have accepted the appeal. You are therefore fully aware that there is no prospect of your charge being upheld. If you do reject the challenge and insist upon taking the matter further I must inform you that I may claim my expenses from you and my time at the court rate of £18 per hour. The expenses I may claim are not exhaustive but may include the cost of stamps, envelopes, travel expenses, legal fees, etc. By continuing to pursue me you agree to pay these costs when I prevail.

Hi,
I am sorry for the position in which you find yourself, my mother is 90 and in poor health so I know something of what you are going through.
I advise on a couple of forums on another site - CAG, under another name- so I hope I can offer a bit of advice.
I have followed the parking forums for some time and feel that people are generally much too passive.
The only way to get things done is to badger the people in power and you are lucky to have at least 3 people to tackle about your treatment. Mark Drakeford, Welsh Assembly Health Minister, your local Assembly Member and your Westminster MP.
Email them with your story and your complaint, these people can lift a phone and get straight through to the Trust Chief Executive who has it in his/ her power to cancel the tickets today.
Politicians put the flawed parking legislation in place and only pressure from their potential voters will make them look at it again.

complain about each and every NTK, so as this is perhaps the third one appeal it the same as you did with the previous ones with the PPC, using the usual templates as RK onlyDear xxxxx
As the registered keeper of (reg) I'm in receipt of your parking invoice xxxxxx dated xxxxxx. I wish to invoke your appeals process as all liability to your company is denied on the following:
1) The amount being claimed is not a genuine pre-estimate of loss to your company or the landowner
2) Your signage does not comply with the BPA Code of Practice
3) You are not the landowner and do not have the capacity to offer contracts or to bring a claim for trespass
These points and others will be raised with POPLA should you not accept this appeal, and you will be expected to provide a full breakdown of your alleged loss, and your full unredacted contract with the landowner.
If you do reject the challenge and insist on taking the matter further I must inform you that I may claim my expenses from you. The expenses I may claim are not exhaustive but may include the cost of stamps, envelopes, travel expenses, legal fees, etc. By continuing to pursue me you agree to pay these costs when I prevail.
Any communication that does not either confirm cancellation or include a POPLA verification code shall be reported to the BPA as a breach of their Code of Practice - the BPA recently issued guidance to all members to remind them of this fact. Such communication may also be deemed harassment and pursued accordingly.
you can add a point 4) if you wish stating that the driver is a disabled BB holder and enclode a scan copy of the BB itself , reminding them that the BPA CoP states they should cancel any issued charges where a BB holder is involved
if you get any more, keep appealing them and getting popla codes for each and every one, then appeal each one at popla separately , once you have done one its the same for all the rest, individually , meanwhile keep complaining to PALS and the trust as well0
