Two PCNs one Hospital

I would be grateful of some advice regarding the invoices imposed on me at my local Hospital.

I am a registered elderly disabled person who is trying to visit his mother at the Royal Glamorgan Hospital.

Last Friday 24/1/14 all the disabled bays were occupied and because I cannot walk long distances I parked on a double yellow line as close to the entrance as possible displaying my blue badge and time card.

On leaving it was hammering down with rain and I did not see the invoice on my window until I put my windscreen wipers to go, thus ending up with an illegible piece of paper.

Today the same scenario occurred and I was imposed another invoice for my trouble, this time I retrieved it intact. It is an invoice for £60 reduced to £30 if paid within 14 days or £135 if ignored and a civil enforcer has to be hired.

The company I believe is Parking Solutions.

I would appreciate advice and possible tenplate letter on how to appeal to this.

the hospital roads wont be subject to BB usage , sorry to say , as the BB only applies on public roads , so if you were on hospital trust grounds then your BB wont apply, hence your 2 pcn,s

you should wait for the NTK`s to arrive, then appeal as RK

this thread explains it all https://forums.moneysavingexpert.com/discussion/4816822

After reading the linked thread which explains how to win this on appeal AFTER the first letter arrives, tell us exactly who the PPC is?

''The company I believe is Parking Solutions'' There are several with those words in their name. Please check & tell us EXACTLY who this is you are dealing with.

so , a registered BPA member then http://ps24.co.uk/wp/

do as CM suggests and wait for the NTKS,s to arrive between 29 and 56 days after the events

in the meantime, do not get any more by parking on the trust land where the yellow lines are , use a public road or use the onsite spaces that are for you and people like you to use (like me too I might add)

check your BB booklet for advice on where you can and cannot park , if you dont believe what I said earlier , its not ANY double or single yellow lines , like you may be used to on the public roads ! these will be private roads on trust property

the last thing you need to be doing is building up a dozen of these charges , as usually its "once bit , twice shy" ;)

    Thanks RedX,

I understand what you are saying, but I find myself in a catch 22 situation.

As my mother is gravely ill and I am the only relative, it is important that I visit her at every opportunity ie. visting hours permitting. and because I am not capable of walking reasonable distances, I find that
when the disable bays are full the only option is the yellow lines as the car parks are 400yds away at their shortest distance.

I certainly do not want to amass a load of invoices, I just need someone to cut me a bit of slack.

    Thankyou for the advice

I would suggest you talk to PALS or the local patient liaison team about those issues then

but keep parking incorrectly and you will keep amassing tickets

Totally agree - you should be Googling 'NHS PALS' and telling them about this issue (there may be a PALS officer attached to the Royal Glamorgan Hospital). Find out by enquiring now - and get them to cancel this fake PCN rubbish and to hear from you that there are not enough disabled bays and what can they do for you to allow you a ''reasonable adjustment'' under the Equality Act 2010 (seeing as the Hospital is currently failing in their duty and are confusing Blue Badge Holders by having ''double yellows'' on site - which have a CLEAR meaning that ALLOWS Blue Badge Holders to park for 3 hours, if on the public highway. This is misleading, a trap and the ticket is NOT ON! Get annoyed with the Hospital Facilities Manager and/or PALS Officer).
