    I assume you understand that my time is taken up by traveling to and fro the hospital, therefore I can only post here and there.

    just find this thread and post whenever you need help (click on your user account and find your thread , or use the search words like glamorgan)

    although I did not receive any PCN tickets like you, I had similar problems 2 years ago so fully understand how you feel

    as coupon mad says, you should play the part of mr angry irate customer who is being hounded by a PPC despite being a protected person under the EA 2010 and asking them to cancel these tickets and to get your reg number entered as some sort of priority exemption or on a "whitelist" or whatever

    once you have brought this to their attention and the PPC attention they should cancel the charges due to the EA 2010 , never mind on compassionate grounds

    kick up a fuss and get them to help you instead of grinding you down

    They don't help matters when they paint bl00dy double yellow lines on the road, blue badges mean nowt on private property as we know, as double yellow lines don't.
    They wish to convey no parking by using DYL's then put some bl00dy kerb blibs also, then maybe BB holders wont believe they can park on a DYL.

    Lack of Disabled Parking Bays at the
    ROYAL GLAMORGAN HOSPITAL
    And Blue Badge Holders
    To Whom It May Concern
    Dear Sirs,
    My mother who is 86 yrs old and seriously ill is a patient in the Royal Glamorgan Hospital, as I am her only child and living relative, it is imperative for me to visit her at every opportunity when visiting times permit.



    I am a registered disabled person and holder of the concessionary Blue Badge who along with other Blue Badge holders find it almost impossible to park near the
    hospital entrances due to lack of disable bays thus forced to park on the roads sporting double yellow lines.


    This situation is magnified to non blue badge holders as the main car park is being flaunted since the car park charges have been dropped by people who car share and
    use the Royal Glamorgan Hospital as their main `pick-up and drop-off` zone. This is also well known by your hospital staff who also have difficulty in finding parking
    spaces on their arrival to work and are then forced to park on the grass verges, bus stops, etc.


    Now as I have been forced to park on double yellow lines through no fault of my own I have attracted two PCNs, one of which the serial number is PCNXXXXXX, the other was 3 to4 days earlier but illegible due to the torrential rain we have been experiencing of late but can be found by you through the registration number that is written on the PCN number above.

    These PCNs urged me to contact your parking wardens to find that Blue Badge Holders have no privlidges to park outside of disabled parking bays, and this is not the decision of Parking Solutions 24 but the directives of the trust.


    The display notices that are placed on the grass verges around the grounds of the Hospital by Parking Solutions 24 do not state that Blue Badge holders are not exempt from charges enforced outside of disabled bays, and as the trust adopts the local authorities use of double yellow lines on their private roads, we the disabled drivers can only assume that our blue badge concessions are upheld
    on trust grounds.


    I therefore ask you to improve your services by allowing blue badge holders to park where possible without penalisation, recind these two PCNs with immediate effect and the ridiculous charges that are demanded of me.

    That's good but the 'Topic/subject line' should include the words 'Formal Complaint under the Equality Act 2010' and I would change the end two paragraphs to be stronger, summat like this:




    The notices in the grounds of the Hospital, placed by Parking Solutions24, do not state that Blue Badge holders cannot park on double yellow lines. Are the hospital unaware of the accepted meaning of 'double yellows' as far as Blue Badge Holders are concerned? Allow me to elucidate:

    Blue badge Holders can park for up to three hours on a double yellow line. The Hospital, or their agent, has painted double yellow lines and in doing so communicated a parking concession to me, a disabled driver.

    If PS24 choose to 'adopt' the Council's Blue badge scheme on this site and copy 'double yellows' then they cannot have it both ways. If they want to communicate a 'no stopping' area then they need to add yellow kerb blips, without which these lines have no such meaning to someone with a Blue Badge.

    Issuing tickets to disabled drivers who park on a double yellow line in good faith, is sharp practice and unwarranted harassment of a disabled person - which is a specific breach of the Equality Act 2010. I attach a copy of my Blue Badge.

    The action that needs to be taken to resolve this formal complaint under the Equality Act is as follows:

    - I ask you to act urgently to rescind these two PCNs with immediate effect and stop the ridiculous charges demanded of me.

    - Add my car registration xxxx xxx to a 'white list' (PS24 will be aware of these) so that I am exempt from this harassment. I suggest this would be a suitable 'reasonable adjustment' in my case as a regular disabled visitor who has reported to you that there are simply not enough disabled bays on site. I realise it will take time for the Hospital to take action to resolve the lack of disabled bays, so an interim solution is required to resolve my formal complaint and to allow me access to the Hospital. I cannot walk hundreds of yards from the nearest other car park so this is a problem that you need to address for me.

    - I have stated that I believe there are insufficient disabled bays and therefore the Hospital is failing in its duty to make 'reasonable adjustments' for disabled drivers. This is not caused by any bay abuse in my experience and I do not believe for one moment that a PPC like PS24 are the answer. What is required is more provision of disabled bays because the need is clear (a Hospital has to provide a higher % of disabled bays than some other car parks would, of course). This is a matter you are duty-bound under statute to keep under regular review. I require the Hospital to send me a copy of their most recent 'Equality Act Impact Assessment' insofar as it relates to the car parking provision at this site. If this latter request falls within a FOI request then please treat it as such and respond separately - after cancelling the unwarranted parking tickets.

  • After rewriting my letter and changing the wording to include your advice, I have emailed it to the Pals team on 02/02/2014.


    They have yet to respond even though they say that they return an answer within 24hrs. I am now looking forward to my NTKs

  • Unfortunately my mother is still in Hospital and once again I have attracted another PCN. I know you advised to keep my head down but when there is no other place to park in close proximity of the entrance I have no alternative but to park on double yellows with my blue badge showing.


    I have now amassed 3 PCNs, but I will visit my mother at every opportunity and if the double yellows are the only place to park then so be it.
