    I never noticed that, lets hope it's just uneducated, then there's at least some hope

    OP you nephew didn't know why he didn't get the job so I don't see it being an issue the job centre finding out for him, as he never asked for it at the time of rejection..

    Feedback is a good thing and can possibly help improve his chances getting another job using the constructive feedback.
