there are loads of them in and around London. there is no rush, they will come in dribs and dranbs all the time. like a leaky tap. if there was a cut off date, you'd find them coming in a lot quicker.

We lived for three months in a brown paper bag in a septic tank. We used to have to get up at six o'clock in the morning, clean the bag, eat a crust of stale bread, go to work down mill for fourteen hours a day week in-week out. When we got home, out Dad would thrash us to sleep with his belt!

Perhaps you would like it if they could be made to wear a distinctive badge on their clothing so they can be easily identified?

If my great grandfather could have afforded the bus fare, then I assume mine would have been born in the workhouse as well.
