Now, I can assume again, correctly, that OP still has not got his refund for the servcie he requested and is lost on the haze of DSRs and Charge backs. As has been suggested, the OP should concentrate his efforts into advising us on how to avoid these websites, instead of their vent on losing their money.0 -

I quite agree with you that people would not use these websites if they realised what they were signing up to.
But 'misrepresenting their relationship with Government' and 'misusing Government logos' is NOT the same as 'misleading the public'.
Last year I renewed my passport online.
Managed to do it through the .gov site though.

There are no figures for those who requested a Passport Checking service, though on my Bing Serach just now, the passport office came out top. Not only that, the passport Checking Service was clearly shown as an advert. Just like the days of the newspaper, where the word, Advertisment accompanied some articles.
