Where does it say in that article that they were arrested for fraud? Also in the UK we work to the rule of innocent until proven guilty.
That really was a terrible article that gave little information and contradicted itself by sayingOnly a small minority have had their money returned because it is not against the law for a company to offer a service similar to that of an official government body and charge for it.
Furthermore these sites will all have disclaimers in the small print saying that they are not affiliated with the official government sites.0 -

I did see that originally, however it does not explain what the actual crime is. My comment still stands that I don't believe that it is for the act of owning a site that charges you for services you can do yourself for free - I expect it to be part of how they are running the company that is illegal.0 -
