I am repeating this, Google does not have to publish what/how/when they do things internally within the company for the public to consume.
Whether they have engineers monitoring round the clock or 9 to 5 on new adword accounts and domains bidding - it does not really matter. What matters is whether copycat ads are getting displayed or not.

Passport renewal and congestion charging were top keywords googled by at least a million people every month.
So copycats loved that keyword, but their ads are no more appearing.
However, I agree we have a long we to go till we completely eliminate copycat-ism of goverment services. Hence you will still find EHIC, driving license scumbags still hanging in search results page. We will smoke them all out.0 -
erm - it was a suggestion not a definitive answer. The clue was the word MAYBE.
