What is a legal vigilante?

I ask because the OED defines a vigilante as:

A member of a self-appointed group of citizens who undertake law enforcement in their community without legal authority.

Oh, and a second question:
What sort of law enforcement do you see those people on your list doing?

Sadly, guys, I have to continue my post in this thread since the other one seems locked to death.

The Cabinet Office intervened on behalf of the DVLA, claiming that the domain was hosting a “copycat” website designed to “hoodwink” the public into paying excessive fees for services - such as changing driving licence details – which can be done directly with the DVLA.
