The signage is quite craftily worded just saying NOT nothing about a breach or failure to comply or that it is a contractual charge - they have no right though to issue a parking charge for not displaying a valid tax disc!
You have identified yourself as both the keeper and driver - although as it is where you live - this is probably obvious anyway. You could include a paragraph regarding the fact that there is a fully paid permit for this vehicle and for parking as per your legal right to peaceful enjoyment of the property and therefore no loss was incurred (see their rejection letter - point 1!) - you were also not in a bay but unloading - the sign does not say you can't unload!

sorry i know its a bad copy, the original is not so blurry but the photos are just as bad in the original, I used tinypic to upload photos on here but it will not upload a document for me.

The photos of the vehicle are as seen in the picture really dark, you actually couldnt see if there was a permit or not going by the photos.0 -

the PPC refer to it as a Notice to Keeper on the top blue box
I have checked it against the POFA2012, and it seems to have all it needs EXCEPT it does not mention CREDITOR anywhere on it.
It does however, mention breaching the terms of parking but the signs do not
I hope this makes sense.

I agree with what you've found so far but this needs a strong POPLA appeal so let us look for longer and help you.Is this True??? So do they have a contract??
Now please promise us you will NOT rush your POPLA appeal as we need to consider all this info over the weekend.
As you have now seen, the sign does NOT say 'breach' but the letter does (we had a case like that and it lost at POPLA and is now being complained about to POPLA) so we need to make sure yours wins. Give us time please - when is your POPLA code expiry (check the NEWBIES read these FAQs first! sticky thread please at the top of the forum, and find the POPLA code checker on post #3).
Is there a clear sign at the ENTRANCE to this car park as you drive in? If not, can you get a good evidence photo of the lack of signs there and at other spots in the car park? Post them too!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ive checked my POPLA code and I have up until 2 March 2014 to submit my appeal.
There are no actual signs at the entrance however, there are signs once inside the car park. I will take photos and post them later on.0
