    The signage is quite craftily worded just saying NOT nothing about a breach or failure to comply or that it is a contractual charge - they have no right though to issue a parking charge for not displaying a valid tax disc!

    You have identified yourself as both the keeper and driver - although as it is where you live - this is probably obvious anyway. You could include a paragraph regarding the fact that there is a fully paid permit for this vehicle and for parking as per your legal right to peaceful enjoyment of the property and therefore no loss was incurred (see their rejection letter - point 1!) - you were also not in a bay but unloading - the sign does not say you can't unload!

    They have as much right to issue a parking charge for not displaying a valid tax disc as for breaching any other of their made up rules.

    The reference to "unauthorised vehicles" implies trespass for which you cannot have liquidated (pre-agreed) damages.

    be a moot point in 2015 as "tax discs" are being phased out from october this year

    Actually this is the OPs private residence and if a valid SORN is declared off road then there is no right.

    You misunderstand. The PPC made rules can be whatever they like e.g. only red cars allowed or no convertibles. They are just as enforceable in law as any other of their made up rules.

    Just as trumped up as their punitive charges for a wheel over a white line.

    I refer to the rejection letter received by the PPC. I have uploaded it on here. In the letter PD state in point 2 "However, you may like to know that in order to obtain your details from DVLA, we are required to provide them with a copy of this very agreement" meaning the legal agreement between them and the landowners.

    Is this True??? So do they have a contract??

    This penalty was issued for NO Permit, not for a lack of tax
