@OP. Have you contacted the JLA yet? It strikes me that any investigative team worthy of the name would be sourcing its own evidence not seeking to rely on an interested party (you - as the complainant). There is nothing to stop them making a request for proof from JLA in just the same way as we could.

Maybe the OP should simply send that link above, to Steve Clark at the BPA:

...and ask them to reopen the investigation as clearly there are bylaws applicable, they are attached and as a mere registered keeper you have done more than enough to show why this harassment needs to be stopped. HO87 is right - no reason why the BPA could not have found the bylaws easily as they are in the public domain anyway.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for your responses......I went as far as googling Peel Holdings and was going to contact them but then I thought the same as you both.
I then emailed the investigative team with copies of the threads sent earlier Re JLA and asked them why were they asking me to find out this information, that shouldn't they already have knowledge of the bylaws by JLA. I have not heard anything back from them.
No doubt another demand from Rossendales will arrive next week but by now I am happy to ignore as totally fed up with them!
I will wait for them to take me to court!

news just in that may surprise you.
I have recently heard back from Steve Clark and I quote:
".........on a previous case regarding this location we have been in contact with VCS who in turn have been in contact with their client, the landowner, who has advised;
Airport bylaws are not currently in use. The last set of byelaws relate to the old airport site and are consequently regarded as obsolete by the Airport Company. The access roads are therefore private land."
So what do I do now?
I am continuing to receive the usual threats from Rossendales0
