I too have just received a threatening letter form Rossendales.....I would also like some advice and also it may be helpful to others to not make the same mistake I did!
In the summer I went to Liverpool airport to pick someone up and in my rush to get there, I didn't notice that double red lines had been painted on the road leading to the airport (they weren't there last time I went).
I pulled in to the side as my phone was ringing and needed to answer it and I was stopped for all of 20 seconds with the engine running. I thought I was doing the right thing pulling in to answer rather than doing so while driving. Several months later I received a notice of a fine for £60 pounds from Excel Parking Services.
I thought it was ridiculous as the pictures they took showed I had pulled in for 20 seconds! My husband has ignored a couple of fines from private companies in the past and nothing came of it so I decided to try the same. The next letter which I received not long ago had the fine increased to £100 and to be honest I just forgot all about it.
Yesterday I received a letter from Rossendales threatening action if I don't pay the £100 plus a 'fee' of £36 within 7 days. I am at a loss as to what to do? It's a lot of money to pay out at this time of the year plus on principle I don't want to give this company any money as I was not causing an obstruction and was in a position to move immediately if a reason warranted it.

Welcome to MSE - but what did you think when you read the ''newbies read this first!'' thread you were advised to read first, where I cover what your options are if 'too late' to appeal. No need for a new thread until after reading the ''newbies'' thread (which was what you were advised to do first). I am not sure there's anything I can add to the advice you already read on the thread you posted on, and the newbies thread.
Also people win appeals at this site every week on here, we know about this scam and we help people beat it all the time against VCS. So not sure why you think you are at fault for making a 'mistake' when clearly it's not signposted as a clearway properly. We know it well and it's just a shame you didn't come here earlier - but you do have options including complaining to the BPA and DVLA over the Notice to Keeper (as you will read on the newbies thread...!).PRIVATE 'PCN'? Ask any questions but the fact is likely to be that the NTK is not compliant if it mentions the POFA 2012 and 'registered keeper liability'. Did you say Excel gave you the ticket? I thought VCS had that contract? OP FYI they are both the same companies, but if you get a ticket from one, the other should not be writing to you, they are different legal entities and this could be a dpa breach.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

But that surely is a breach, we know that vcs has that contract so they send out the notice to keeper, then a third party debt collector is demanding payment for yet another company, so who is the money allegedly owed to? Exactly, yes that would surely be a breach by Rossendales anyway.
But the OP is better to concentrate on the NTK 'POFA 2012' issue re Airport land and a complaint to the BPA and DVLA as described in at least 2 sticky threads.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You know the notice to keeper, is that from excel as well? If it is they don't hold a contract at Liverpool airport , their sister company vcs does. So a complaint to the airport, dvla and bpa is in order.
But don't lose sight of the appeal to them, if this gets to popla then part of the appeal would be that excel don't have a contract, but a different company does.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

Thanks Stroma... the notice is from VCS Ltd but Rosssendales are collecting on behalf of Excel? I will write to all three you mentioned but should I send a copy to Rossendales and VCS or ignore them for now?0
