You will get a reply from the dvla and bpa quite quickly, say that this debt collector is pursuing you for a company called Excel Parking, but the ticket is from VCS , you don't know why this company is chasing you, but you suspect fraud and a breach of the data protection act
Also make complaints to these about the debt collector themselves, this will cost them at least £500 no matter if they uphold your complaint or not, forward a scan of your letters to them

Please re-read what you have been advised because it isn't difficult. If it's the acronyms that are confusing you then check them in the 'NEWBIES read this first!' thread.
You simply need to do an email complaint to the BPA and DVLA, it will take minutes. The email addresses are in the NEWBIES thread as well so this is all set out for you to get done easily. Write ONLY as the registered keeper AT ALL TIMES.
Your complaint would involve the fact that VCS have sent a ticket and letters which allege 'registered keeper liability' under POFA 2012 when in fact this is Airport land. On Airport land there is NO 'keeper liability' so the NTK was wrong and misleading. Not only that, they have now set Rossendales on you to send all sorts of threatograms and yet it's Excel (a different company who are not the 'creditor') who seem to have instructed the debt collector. Not VCS. Tell the BPA and DVLA that they need to investigate this matter and VCS need to stop harassing a registered keeper and should never have used that NTK, and Mr Renshaw-Smith needs to keep his two firms separate (VCS and Excel) because this is unacceptable and a terrible example of shoddy administration.
And complain to the Credit Services Association (Google them) about the Rossendales letter, in a case where there is NO ticket from Excel and the only existing 'ticket' is from VCS at a site where only the driver can be pursued (not a registered keeper). It's a failure of process and they are acting on the instructions of a firm who have no involvement (Excel) pursuing a person who is not liable anyway.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

He's interested in how both Excel and VCS come up with the same costs but this just takes the biscuit! It seems that they are confusing both companies that they can't remember which one operates where - as they've given the debt collectors wrong info.:rotfl:

Mitigating circumstances are usually irrelevant when it comes to appeals - these NEVER win.
And no - if you are appealing as the registered keeper then NEVER mention who was driving,0 -
Thankyou Coupon....I have written to both as you mentioned. I heard back quickly from BPA and have now sent thm copies of the corrspondence. They are investigating which is great.
I have heard nothing from DVLA? I will also write to airport - is it Peel Holdings? Been really busy with work so made sure I contacted the DVLA and BPA as soon as possible.
Appreciate everyone's advice, I am not worried about it so much now.

Have you made complaints to the financial ombudsman as well ? These debt collectors are utter scum and breach various codes of conduct, so they should be brought down a peg or two. Hi all,
Just an update and further advice needed.....please.
As I said the BPA are investigating and I heard back also from the DVLA who said they were aware that the BPA were investigating the matter but if I required further assistance etc.
I also contacted the Financial Ombudsman but they said they couldn't help because they only deal with complaints about financial businesses (like banks, insurance companies and finance firms).
A few days ago I received another letter from Rossendales Collect saying that legal action may commence against me or I will receive a visit from a doorstep collector to obtain payment?
They also said that if they don't hear from me within 7 days, collection procedures will continue.
I have googled debt collectors and what they can and cannot do and know that they cannot just turn up at my door without prior arrangement with me.
Should I continue to ignore their correspondence or should I write to them also?
Should I also send a copy of this letter to the BPA?
I appreciate all your help and advice.
