This seems to be a common problem.
A friend had the same issues, due to Sainsbury and being 10 mins over the ticket time.
This resulted in lots of letters but no legal action at all.

She did speak to Sainsburys and they promised to get it cancelled although the letters keep on coming but now from another firm of collectors

The debt collectors won't chance the money to take you to court anyway and it would look awful on Sainsburys if they took it to court.

This has cost Sainsburys about £80 of business per week for almost a year now.

I hope you told your friend that next time she should NOT ignore a fake PCN? The advice to ignore, changed nearly 2 years ago on here and the NEWBIES sticky thread tells you why, and gives an appeal template which wins and stops all the junk mail.
