As I said they can only pursue the RK unless they as part of a defence say they were not the driver. The trust doesn't know who parked there. So don't involve them right now. If they try anything tell them it's not your vehicle so pursue the registered keeper. I think the registered keeper should complain as already advised, with an email to the DVLA and asking why data was given far too soon after a 'private parking ticket' was on the windscreen just 14 days beforehand. So, ask the DVLA:
1) when was registered keeper details given?
2) to whom was keeper details given
3) why was keeper details given to a non ata member?
4) you want a copy of the v888 application form for release of details
5) you want to make a complaint about the release and possible misuse of data
And I think the registered keeper must reply to a solicitors letter to rebut the allegations! Keep copies of EVERYTHING from now on. The rk should tell Trethowans in writing, to 'cease and desist' with this threat, because if neither they nor the NHS Trust are members of an ATA and have not invoked the POFA 2012 in their ticket nor appeals procedure (which is far too short to be fair to anyone) then they have NOT established keeper liability in law. And as the keeper was not the driver on this occasion, any contact about it now they know that fact, is harassment of the wrong party. A registered keeper is NOT liable unless the strict procedures and regulations within POFA 2012 have been followed, and they clearly have NOT.
And (without mentioning the fake PCN) you MUST chase up that paper copy permit urgently by email & see if you can word the request so that the recipient apologises for the oversight! Such an email would be a useful paper trail if Trethowans take this to a court hearing. Try hard and DO NOT TELEPHONE. You need a paper trail.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Dear Mr Dunford,
I am writing to you to complain about the access to registered keeper details. They were given to a private parking company run by an NHS Trust 2 weeks after the issue of a private parking invoice, and did not wait until day 29 as required to do so.
The company and Trust in question is not a member of the ATA and have not invoked the POFA 2012 in their ticket nor appeals procedure. They have not established the keeper liability in law. The registered keeper was not the driver on the occasion for which the invoice was dated and any contact about it you know that fact is harassment of the wrong party. A registered keeper in not liable unless the strict procedures and regulation within POFA 2012 have been followed, and they clearly have not.
I would like to know when the details of the registered keeper were accessed, by whom and what was put on the form for it. Why were the registered keeper details given to a non ATA member?
I would like a copy of the V888 application form for realise of details. And I wish to make a strong complaint about the release and possible misuse of data.
I do not expect to be charged for this as the registered keeper details are known, and this is not a request for them.
I will get my husband to send it from his email. If I leave it up to hoim he will just pay it to prevent hassle.0 -

Blue Badge holders must observe the code of the Blue Badge Scheme. X Hospital is a private site and therefore Trust parking restrictions apply to all drivers.

Your permit which expires on 31 January 2014 has been awaiting your collection from the Car Parking Office since 25 January 2013. Office opening hours are 08.30 – 16.00 Monday to Friday. When collecting your permit you will need to produce your Trust ID badge, full driving licence and a utility bill or Council Tax bill as proof of address.

It could be, I dont know, the other persons invoice was for the same Trust, he wasnt sure of the name0
