POPLA are just as bad as excel. They Replied to me...
Thank you for your correspondence.
Unfortunately your appeal was received more than 28 days after the rejection of your representations by the parking operator. Our website and notes sent with the appeal form make it clear that if you want to appeal against the operator’s decision to POPLA, you have 28 days to do this.
The Adjudicator has therefore directed that your appeal cannot be registered.
In order to avoid any further action by the operator, payment of any amounts owed should now be made without delay. Details of how to pay will appear on previous correspondence from the operator.

I have replied to them stating that my appeal was put in before the deadline and I was ignored by excel. I then contacted POPLA for further assistance and was told to email it in.0 -
frankly, I always thought you were leaving this too close to the "wire"
if you had checked on here we would have told you that a browser like firefox can cause issues and to try opera or IE or slimbrowser or safari or avant etc
I did not know about the browser issue when my relative tried to appeal online, in firefox, so my relative posted theirs (not the Peel centre though, but an overstay which Excel had issued a pcn on)
had you posted it by mail like my relative, say a week earlier (on or after the 28th dec 2013), it would have been with them in time
I hope you havent missed the boat, but at the moment it seems that way due to your tardiness0 -
I know what you mean, but you don't expect a code that is issued to you to be invalid due to certain browsers. As I had mentioned above my printer was in storage and laptop was packed away due to moving house. You have your cut of date set in your head and think to yourself "right I need to Get it done before (date), OK iv got 2 weeks to get the new house sorted and unpacked, Internet put back on and appeal sent in" everything was sorted before the deadline I fired the laptop up, punched code in and bam "invalid code". POPLA website says 'in the event of a invalid code contact the operator who issued you the code'. So. I did that and was ignored, so I contacted POPLA explaining the situation, I even told them it was over the 28 days. They said email it over and they apologised For the issues0

Just had a liability notice from the scammers. I am going to email them telling them I am not paying a penny I intend to fight it till the day I die. I'm just wondering if you can give me a rough guide as to what I can send in my email, other than putting p**s off scammers you ain't getting a penny. At the bottom of the Notice it says "as this period has now elapsed, appeals will only be considered in exceptional mitigating circumstances". This is a exceptional circumstance in my eyes.0

Concentrate first on emailing POPLA back and complaining - as they TOLD you that it was still OK to email it under the circumstances of the 'invalid code' message.
I really wish you'd posted about it at the time or simply thought to search for the keyword 'invalid' as everything has been covered before on this busy forum.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Iv had a appeal response from POPLA, they have seen me a 'appeal acknowledgement Letter'. Says it's the driver V's excel parking. I guess that means they have granted my appeal. It says they have sent the appeal to excel and for them to submit their evidence. Why is this as excel already have the appeal? Also POPLA have spelt the drivers surname wrong will it matter?0 -
excel have the right to present their evidence now, in other words to give their evidence and rebut yours
excel originally had your "soft appeal" , but as you have appealed to popla excel have the right to do so as well , so they will see your popla appeal and then send in theirs, which you will get a copy of0 -

Well finally had a response from popla, all of Excel evidence but nothing that says iv won or lost. They have even put a breakdown of how they are 100£ out of pocket0
