    Ok does it say Notice to Keeper on it? If it does its months out of time, and is worthy of a complaint to both the BPA and DVLA
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    I would send a complaint into the dvla and bpa on this, as this pathetic excuse of a letter is their version of a notice to keeper, I wouldn't contact excel until you hear back from them. Don't admit to either who was the driver. Just send a copy of the letters as is.

    As well as complaining I would also respond to the latest NTK and say:

    'I am the registered keeper of this car and was surprised that you have sent me a letter out of the blue about an incident several months ago. Obviously in response I would say you are too late to send this if it purports to be a Notice to Keeper, because there is no registered keeper liability after all this time. But as your Notice has extended to me the choice to appeal then please consider this my appeal.

    Your charge is clearly not a pre-estimate of loss and if you are trying to pursue a charge at the Peel Centre you and I both know that you had to update your signs there in the Summer as they were inadequate. You also lost a Peel Centre small claim case in 2011 against Martin Cutts based on inadequate signage. I would be happy to point these facts out to a POPLA assessor if you do not cancel this speculative old fake PCN.

    For your information I have complained to the BPA and DVLA about you sending out a Notice purporting to be a NTK or PCN, seven months after a parking event. If this is Excel's attempt to serve new PCNs on old cases in the hope of lining cases up for small claims then you have failed because you have offered me POPLA and I accept your offer for POPLA resolution. And you and I both know the outcome of any POPLA appeal which points out dodgy signs and no genuine pre-estimate of loss, as well as requiring Excel to produce your Peel Centre contract.

    If I do not hear from you within seven days of receipt of my letter I will assume this ridiculous matter is closed and the fake PCN cancelled.

    P.S. I wonder if Excel are re-issuing a few old PCNs in bulk, planning to follow them up with some sort of keeper liability notice and then a LBC? Interesting. Particularly if they are trying to time some small claims paperwork just before the Christmas break. If so, Simon Renshaw-Smith we have sussed you.
