I wouldn't touch either of the cheapest 2 with a bargepole having read horror stories on here and elsewhere, though I imagine a proper insurance company is only a fiver more or so.
I've used first central for the past couple of years, but I don't have an expensive car. If you look closely at the excess, you can probably guess why I use them.
Car value - excess = not worth claiming (even with a reasonable excess). Keep the car and break it to get more money back.0 -

The 2cv comment might have been a bit tongue in cheek for the OP but my nan bought me a 2cv when I was 14 to learn to drive in when I got a bit older. Unfortunately it rusted a lot and we scrapped it eventually. Hindsight is a wonderful thing, as they are now worth a fortune in good nick.
I would have one tomorrow if I could pick one up for reasonable money :beer:0 -

Back on topic and away from 2CVs I'd say look at a classic Mini or something and a classic policy. If you need to travel a lot, a young person's railcard is going to be your best bet OP unless you want to pay these prices.
As others have said though, your history makes computers say no. Might be better, if you decide you do need a car, to speak with an independent broker who can try a few underwriters for you and actually speak to someone on your behalf. So probably but not sure and that could be some not all? Hence the suggestion to go to a good broker and also invest in a young person's railcard if they need to travel a lot for work
The aim for me would be to get something cheap and get some no claims in but for now there is no way that buying and running a car will in budget terms be cheaper than public transport or even a pushbike.
It comes down to what the OP might need the car for.What if there was no such thing as a rhetorical question?0
