Simplified:
Case 1: No rule about who can order child's portions: adouglasmhor gets to eat his meal without overly entitled parents making a fuss. Result: harmony.
Case 2: Children's portions limited to certain ages: adouglasmhor possibly has to listen to overly entitled parents making a fuss. Result: disharmony.

I would only have to listen to them once, until they flounce off never to return. No such rule and they stay or return with their offspring and something else causes a drama.
