    Got a PE PCN in June 2022, almost 2 months after my appointment. Implemented Plan A - contacted the clinic but they kept fobbing me off. Post on the forum, encouraged to go BACK to Plan A and really turn the screw this time - initially get pushed back by the property manager at the clinic saying it’s been 8 months and now it’s ‘too late’, so I escalate it further - and success! 2 days later I’m CC’d into the emails between an NHS property manager (not the chocolate teapot at the clinic) and a PE account manager cancelling the PCN!

    Hi everyone, I was wondering if I could get some advice in dealing with a PCN. Unfortunately, this is not first one I have received, but thanks to this amazing forum, I won the previous one.

    Summary :
    Letter with the PCN received from "Civil Enforcement LTD" on the 06/03/2023.
    Incident date: 18/12/2022
    Issue Date: 27/02/2023
    Location of Parked vehicle: Car park at Pately Bridge, The Lodge, Bewerley Park, Pateley Bridge, Harrogate, England, HG3 5BD
    Terms and Conditions of Parking: Payment not made / permit not obteined in accordance with notified terms.
    From 18/12/22 10:45:47 to 18/12/2022 11:07:32

    My car was parked in the car park mentioned above, while trying to get a parking permit. There was no payment/ticket machine installed in the car park, it is only possible to pay by phone or via the app "Phone and Pay". 

    The app was downloaded and then after battling through several app crashes and error messages, since the app did not allow to add any bank card details, and after several attempts, it was decided to leave the car park and park the car elsewhere.  It was parked at the Southlands car park, Pateley Bridge HG3 5JX (on the other side of the river) where a parking permit was purchased via the “pay and display machine” with apple pay (transacation details from the bank can be provided).

    I have read the "Newbies" post, and if I am not wrong, the first action is to appeal to the owner of the land. I have also seen a google review where another person had a similar problem to mine in the same car park, and is when I saw that the owner of the land is "Nidderdale Agricultural Society".

    Since English is not my first language, I wonder if would it be possible to get some help to write down the email/letter I would like to send to the owner of the land to see if they want to cancel the ticket, before appealing to Civil Enforcement.

    You don't 'appeal' to the landowner, you complain but WITHOUT SAYING WHO WAS DRIVING.

    Why did this PCN take so long to get to you?  Two months is a long time to get a PCN. Is your car leased, hired or a company car?

    What do you mean "Letter with the PCN" ...are you saying there were two pieces of paper?

    He went on to say he was trying to discourage Gemini from using debt recovery companies as well.
    Now that is good!  We think the same as him.

    If PPCs could scrape the DRAs off their shoes and do their own 28p address 'traces' (easy to do in bulk) and deal honestly and equitably with consumers with lower PCNs and non-aggressive reminders with no added £70 extortion, they would be paid FAR more often.

    They would also attract more landowner clients.
