Bearing in mind the OP says "the seamstress was fairly local to me (I think she's about 30 minutes away)", I'm pretty sure the seller was in the UK

It is so disappointing to think that but you might be right (not about the blind aunt bit!).
I do my best to support local or UK based businesses where I can and especially small businesses and it's so damn annoying when you get let down.
I'm going to give Paypal a call this afternoon and see if there's anything else I can do that way first, if not it's letter before action time.

I don't want to link to her site just in case she comes sniffing around and sees the thread but I'll copy and paste her T&Cs and returns info from the website.
Here goes...
1.Please be sure of sizing and suitability as refunds for custom made orders will not be issued unless on the rare occasion they are found faulty. Once the fabric has been cut the garment is yours to keep.
2. Refunds for 'ready made' garments will be given for any reason providing items are returned unworn within 7 days. Please do not remove the tag. Once the tag has been removed you will not be eligable for a refund. No refunds on SALE items.
3. All clothing designs copyrightXX it is an offence to copy pictures or designs from this website without permission from the owner.
4.All return postage costs are the responsibility of the sender unless an item is found faulty then your postage will be refunded.
5.For items lost or damaged during transit a claim form will be issued and monies claimed from the Royal Mail ~ this process may take upto 4 weeks.
6.Washing & care instructions are provided with every garment. Please follow them to ensure durability of item.
7.XXX WILL CLAIM ANY ITEMS LOST IN POST AND REFUND YOU.
8.All claims for lost or damaged items in the post should be conducted via The Royal Mail
9.All items will be posted either first class recorded or SPECIAL DELIVERY FOR YOUR PROTECTION AGAINST LOSS/DAMAGE and tracking will be given if requested.
10.Standard delivery takes up to 4 weeks for bespoke orders but may take up to 6 weeks during busy periods. Ready made items will take 48 hours to arrive. By purchasing an item from this website you are agreeing to the above terms & conditions.

Just to say that there is no guarantee that a UK seller is actually based in the UK. I know it is not the same thing, but some time ago I bought a silicon chocolate mould from an ebay seller with 'UK SELLER' plastered all over the listing. It later turned out that they were posting from China. Just before the 45 day cut-off I started a Paypal dispute and got a full refund (all of 99p, but that's not really the point!).
On a more sensible note, I agree with making a claim in the small claims court (assuming the seller really is UK based).

If you need help, just shout - but remember you have 6 years to issue proceedings so PLEASE for now just focus on your sister's big day and enjoy this one in a lifetime occasion - this seller has caused enough upset and disruption - any action you choose to take will wait until after the wedding.

You can be a UK business and dropship from a china dropshipper. I could do this from one of my wholesalers, but because of the distance and delivery time frame i prefer to have goods delivered to me and then i can check these and sell them on from UK base.0 -
Lots of those terms are unenforceable, such as 'no refunds on sale items' and 'items must be returned in 7 days for a refund' etc.
Still, I'd say a letter before action is still going to be your best bet if paypal won't help.0 -
