The left X is in the dead end and not blocking access down the road, or am I missing somethingYes that's a gate?
If a car is parked there and it could be the opsIt's not - thats blocking access for OP's garage as they have allready stated then that's not an issue for the fire service.
It's not a dead end there is a gate.
If the house which is served by the gate is on fire, the fire brigade may need to access their grounds through that gate. Maybe not breaking through a fence with an apliance but possible running hoses and equipment through it.The truth may be out there, but the lies are inside your head. Terry Pratchett

A dead end suggests there is nowhere else to go. If there are gates/garages at the end for residents to park their cars and access their property it can't be, by definition, a "dead end".0

They block the road to where?
The garages, the cars, the gardens, or anything at the back of the premises. Isn't that obvious??
A small fire in a bin, in the corner of a room, can develop into a fire that fully engulfs the room within 2 minutes. So the fire service need to be able to find the best access possible, with the least amount of hose to run out at possible, in order to be able to commit firefighters as quickly as possible. If a fire engine turns up with a crew of 4, then having to run out loads of hose could delay them in tackling the fire by as much as 10 minutes.0 -
Garages tend to be full of lovely flammable materials. This is why my insurance is cheaper if I park on my drive than out of sight in the wooden garage! What if there was no such thing as a rhetorical question?0

Yes I do actually. Please do not presume that YOU know anything about ANYONE on here. I deal with and speak with MANY care home owners/ directors/FD's/FM's on a daily, weekly and monthly basis whether small individual businesses or multi-site.
