Sadly happens with bikes a lot. They'll sell a frame and V5 from a crashed machine (not declared) which is easy to swap with a nicked one and put all the stolen parts on a seemingly legit machine.

Not necessarily,. It is possible to damage the frame in an accident and need a new frame. Brand new frames cost the earth, but come with no VIN number, usually you send the headstock to the manufacturer, and they will stamp your numbers on the new frame and destroy the headstock.
You obviously cannot fit a second hand frame and keep your own registration, so you need the details from the replacement.
Strictly, you have to apply for a new registration as a rebuilt vehicle, but you can keep the number that goes with the frame if you have the forks & wheels that came with the frame. As the forks and wheels are not recorded, no one can prove they are not the correct ones.
What actually happens most often is the 'bike gets built on the second hand frame, then a V5 is applied for with a change of engine number to match the one being used as nothing is recorded. The end result is the same, so although illegal it is not the crime of the century, just misses out some red tape.I want to go back to The Olden Days, when every single thing that I can think of was better.....

of course not for fraudulent use. The link you give explains why selling a V5 need not be illegal, it depends on the specific facts. For example if I have an old race car which came to me with no VIN or V5 etc, and need an identity for an HTP or VIF then finding a V5 for a very similar car and year is the solution. Car never goes near a public road (only on a trailer) and I have no intention of selling. No offence committed.
Should add I've not needed to do this myself as neither of my two cars are historic enough or posh enough to need an HTP or VIF.The questions that get the best answers are the questions that give most detail....0 -

So we should allow people to sell these 'ringing kits'?
Use them to make a car into something its not OR worse still, allow someones pride and joy thats been stolen back onto the road with a new identity?
THATS whats going to happen there.
