I would also recommend tampons with applicators until she's confident using them as from my experience, I found them easier to deal with to begin with.
yes, if you're going to get tampons, buy ones with applicators - I still can't get on with non-applicator ones and I've been having periods for over 30 years.0 -
I'm cool - I'm a dad, what I am not is a mam and its who she needs. I can do cool dad stuff and teach her how to do keepy ups and strike a ball and go to matches (sorry we are Villa through and through), but this I am not cool.

Also, assuming they're still the same as when I first started with them (haven't looked at the leaflet in years), tampons all come with a how to use them instruction and come with a handy diagram.0

At the risk of sounding horribly technical with the possibility of too much information(!) if she really wants to go swimming/scuba diving, the water pressure while she's in the water will stop any leakage.
So if she's not comfortable with the idea of using tampons ( and they can take a bit of getting used to) she could go for a swim and not use anything while in the water, then wrap a towel round just in case and scoot straight off to change and use a pad, especially if she's only got a light flow.
The only thing about that is the embarrassment factor when it's all new to her - she's likely to be far more self-conscious and convinced that everyone's noticed, even though it's all very discreet nowadays.
So it's up to her, but at least she has some choices if she is on for a bit longer.All shall be well, and all shall be well, and all manner of things shall be well.

Just a quick comment if you are going to buy tampons, get the "lite" ones from Tampax, http://www.boots.com/en/Tampax-Compak-Tampons-Lites-20-Pack_870272/.
They are much smaller and much easier for young girls to use. Or something like this:

in hindsight tampons for a 13 yr old innocent i wouldnt prefure, my ex girlfriend told me she never got to experience a full first time intercourse because the hymen was broken due to use of "lite"tampons as she was a small girl anyways so missed out on the full experience, and got bullied at college when she described her first time with who she thought friends being painfull but didnt experince bleeding.
for me i would like my daughters to use pads rather than tampon types.0 -

Only a few years since I went through this with DD.
DD and most of her friends are anti tampons, except for swimming. I couldn't understand this but then when I was young they were thick bulking things that you felt like everyone could see!!
Anyway I bought DD a selection of tampons. If your DD doesn't know:
Lilets (or supermarket own brand non applicator tampons). These keep the same length but expand width ways. Suggest you buy mini/teen for her to try. She can get tips off internet for inserting and from the leaflet.
Tampax - these don't expand much width way but do length ways so you can feel it a bit more. They come in compact, pearl or supermarket own brand. The pearl are softer to insert, bit of knack with using. Again go for mini/teen.
She cannot insert a tampon too far, it just won't go anywhere. They work best on heavy flow days. If she can feel it while it's in or it pinches when she walks it's not inserted far enough.
Go out of the house and leave her home alone to attempt using them if she wishes. She might not want to.
As this is a moneysaving site! Supermarket and Boots own brands are fine and a fraction of the cost but the brand applicator tampons are nicer to insert! Pads - much of a muchness and they are all equally good.
Lillets do a teen range of pads for more petite girls and panty liners are very discreet for "not sure" days i.e. feel like going to come on or period tailing off.
Great she's talking to you but don't be surprised if she becomes secretive about her period in future. Just leave supplies in her drawer and say nothing.
Her mother or perhaps your sister should tell her how to deal with bloody pants. I was told you rinse well in cold water before attempting to wash with hot water. A bottle of stain removing spray or make your own (Vanish & Water in spray bottle) is useful. Don't let them sit in wash basket for days!
