Personally I would send a letter copy in the post as well, marked with yesterday's date and saying 'hard copy of challenge emailed on xx/xx/13' at the top.
Did you send a pm to trubster as per the link I gave you?! You really should!! He beat a similar ticket and has a fine story to tell if you ask him about who to email at Meadowhall to make your complaint and demand compensation...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I agree - send a paper copy by first class post, from the post office, and get a (free) certificate of posting.
The consequences of missing the deadline are that they can lawfully prevent you from appealing to POPLA and they don't want you to appeal to POPLA because you will win your appeal there! But your appeal is still in time, just make sure you post off the paper copy today.
I know this can all seem overwhelming when you've never done this before, but it is really quite straight forward and with our help you WILL win your appeal at POPLA.

I am appealing against PCN PM00XXXXXX issued to myself (datenotice given – 3/9/13). My wife is in receipt of Disability Living Allowance(which can be proved) - the low care component and high mobility component. Shewas in the vehicle on the day the chargewas given. We did not realise that the blue badge had expired, which has nowbeen renewed (copy can be provided as evidence), although having an expiredblue badge does not mean my wife is no longer disabled. I require you to cancelthe charge. If not, then you should provide me with the POPLA code. If you makeit necessary for me to appeal to POPLA I will also start proceeding with aclaim against you and the landowners under the provisions of the Equality Act2010. I will also be sending a copy of this appeal to the landowners.
I hadn't contacted trubster yet. TBH I have been trying to put it all to the back of my mind but realise something needed doing quickly. I have read all the long posts, and not being very academic, find it all a little complicated and the whole process intimidating. Think I am going to need to be helped along step by step, if anyone is prepared to guide me? Please?0 -
Okay that letter is fine for a first appeal to a PPC. Come back when you get a reply from PCM.
In the meantime you MUST bring yourself up to speed by reading the posts and the links, and following the advice that has already been provided for you.
We WILL help you as you go along, but we cannot provide a personal service as there are just too many people needing help, so you will need to spend some time on this.
I suggest that you start by contacting Trubster, seeing as he had exactly the same scenario as you, and won.

To be honest I don't think this is good advice any more. GPB Solicitors seem to be picking up a lot of the smaller PPCs and issuing proceedings on their behalf. We have a couple for PCM (NW) on here at the moment dealing with court proceedings. If GPB are going to be 'ambulance chasing' for work, I'd rather posters be advised to see off the charge at POPLA than take the risk.

Pcm use Newlyn not roxburghe who in turn are in cahoot with Gpb instead of gw. Hence apcoa claims we now see who use roxburghe.

Ok. Got a reply from PCM rejecting my appeal on grounds of "failing to display a valid disabled badge".
So now I need some help. Have PM'd trubster on pepipoo and am awaiting a reply, but could also do with some help on here.
I believed I would get a POPLA code? but cannot see any mention in my letter. In the section regarding appeals it says
"You may also make an appeal to POPLA - The Independent Appeals Service online at "w w w. p o p l a . org.uk" within 28 days. If you decide to use the independent appeals service, the offer of a discount for early payment will be withdrawn, and full parking charge of £95 will apply if your appeal is rejected. Please note that the independent adjudicator is unable to cancel a charge on grounds of mitigation, but the decision will be based on facts and evidence only."
What do I do first?
Do I need a POPLA code?
If so, how do I get one?
What does the POPLA code look like (at the top of the letter there is a 10 digit "verification code")
Does my 28 days deadline start now, or once I get my code?
Is there a walkthrough thread that describes the process?
