When we were in Brazil, I met a street child who was a bit older than me and cleaning shoes by the roadside. I begged my mum to bring him home and then mentioned this for several years after. I don't think as a child I quite understood the practicalities... just that he needed a mummy and daddy and that I had those and was untypically willing to share. There's a lot that could have happened; some bad, some good.
Last time I was in Russia (early June), we met with some of the C1R staff, all new graduates, but what I later found out was that 4 of the 12 were former street children of Moscow/StP, that the state 'mentored' through uni.
Say what you want about the Russian government (and I have a lot to say, 99% of it not good), but this was really good of them, IMO.

I agree with the rest of the suggestions.
On the meeting yesterday, I now have the support of a Welsh MEP, as I've somehow managed to convince her it would be good for Channel 4, S4C (as in wouldn't cost them anything) and for my own company. Things are good!
