    As someone who hasn't had their licence removed for speeding etc and has a full licence I clearly didn't apply for a provisional but a replacement licence due to loss.

    In which case it was a screwup by someone at the DVLA.
    If you get a replacement licence due to loss or damage, the number on the new one should be the same as the old one.

    There are two numbers on your driving licence.

    Driver number e.g. BLOGG-212211-J999V
    Driving licence number e.g. 123456789012

    Apart from in one very specific circumstance that only affects 6000 or so people in the UK your driver number should never change. The driving licence number changes every time a new licence is issued for whatever reason.

    So with no record of you (because they used a new driver number) they issued a full licence?

    As your driver number is made up mainly of surname, initials and DOB, wouldn't this change whenever a woman applied for a new licence in their married name?

    As far as I'm aware the surname part of the driver number does not change if you change your name.

    I'm wondering why he took 3pts on his licence for his first speeding offence rather than going on the Speed Awareness Course? Had he done that maybe he would have thought twice about ever speeding again ;)
