I paid £8.40 for delivery, the stamps worked out at £8.60, all new.
Never heard of the cellotape thing, been selling for years and they have always accepted them. I will ask them why £20 that seems ridiculous. Ask for a scan of the receipt for 'claiming from the royal mail', if genuine the buyer will submit it, if trying to pull a fast one, the receipt would have been misplaced.

No they were lick ones, I used them from special edition packs they aren't sticky. I licked them but they didn't stick to the material very well.
I use these stamps too - if they have no glue on the back, you've been ripped off and likely have been sent unfranked stamps that have been floated off the paper. I've used literally thousands in the last 18 months and have had the occasional one slip through, but never so many that I'd need to tape a whole whack of them down.
Sometimes if I'm attaching to cardboard, I need to stick a label down first and then stick the stamps on the label.0 -

Stamps must not be covered in tape because they cannot be franked.Our Family Motto ~If all else fails - read the instructions...

I'm not an expert on this happening with Special Delivery but it doesn't sound right. Has your buyer got a receipt?
Presumably you have your Special Delivery receipt and the acceptance by the Post Office. If so, if the buyer is genuine, you can just complain to Post Office and Royal Mail and let them know.
I doubt this is genuine though, for underpaying/no post they usually charge the lowest fee plus £1, SD may be different but surely not that much.
You cant remove a service when charging
charging for 2nd instead of 1st is the norm
however if it has RD or SD
then the fee for that is applicable plus £10 -
A quick google search shows plenty of sites suggesting that stamps should not be covered with Sellotape. It is one of those things that I always accepted as a no no but I have no idea why.
The various sites picked up by google suggest all sorts of reasons why this should not be done. The reasons include fraud measures , being unable to be machine read or even not being able to be franked.
