25 years working. How long unemployed? I ask because you don't appear to portray yourself in the same way as some other posters yet occasionally seem to slip into their mindset.

Why should it affect you if it's not relevant?

Sometimes help such as certain courses or starting a business can take time / and or money. Writing a business plan for example and trying to raise finance for a particular venture could easily take more than a year by which time one is on the WP.

What you are doing is lumping all jobseekers in one pot and being very judgmental. Every case is different.

Perhaps you need to do some research, esp into the way the WP works before you comment any further on the issue.

12 months unsuccessful job search is a poor return for a serious dedicated jobseeker. By then they should have considered widening their search and any and every job. If they're unable to find work after all that it suggests fundamental underlying problem.

Find a basic job and do the business plan alongside work. That would also provide a better chance or raising finance.

So what do you suggest if the WP is ALSO unsuccessful? TWO more years of fruitlessness?

Applying for ANY job? So should someone who cannot drive apply for a job as a courier?

Again, what you are doing is some pretty lazy generalising.

Employer says stack item A on shelf B, then C on D etc. Employer checks A and says restack with label to front. Then do same with C. Now stack E on F. By this time own devices may apply and employer then observes timeliness, attitude, interaction, initiative, punctuality, work ethic etc. Many on WP will be complaining at having to stack A, let alone restack A. Or moaning that an employee is only doing the same as they are. At this point they've defeated themselves.
