12 months for your first question. Although I believe someone could be referred at any time.
Sometimes help such as certain courses or starting a business can take time / and or money. Writing a business plan for example and trying to raise finance for a particular venture could easily take more than a year by which time one is on the WP.
What you are doing is lumping all jobseekers in one pot and being very judgmental. Every case is different.
Perhaps you need to do some research, esp into the way the WP works before you comment any further on the issue.0 -

And more to the point, if there is no lack of jobs why are these people still looking rather than doing the jobs that are available?

Do you think you are not left to your own devices also when on the WP?
A good point. Many jobseekers on the WP are not seen for weeks or even MONTHS on end between appointments. Effectively parked. And even then, some appointments are via phone.
I guess some here think this is a good way to spend £5 billion.0
