Music being played in neighbour's garden - what's reasonable?

Our house is stinking of smoke because some idiot lit a fire nearby and it filled our house before we could close the patio doors and windows...
Why can not people wait until later in the day to light fires?

We have adorable, really lovely neighbours who are our best friends. Truly. Yet, even they have blind spots! Some of it is mowing/strimming with petrol appliances right in the middle of a gorgeous weekend afternoon. Also, our neighbour likes to potter in his garage, and around his back garden, he also likes to have Radio 5 on as he does so. It's not loud, but we can hear it over the birdsong...! Yes, we have mentioned it and our friends were mortified that they were being noisy. The mowing I can let go as we all do it, and I can do ours in the week when almost everyone is out at work. (Our neighbour has tinnitus so isn't aware of the volume of his radio) But he vowed never to put it on again - I hastily said, please, no! Yes, turn it down a bit when you leave the garage, that's fine!!! But don't turn off all radio, please. Just ask your neighbours, nicely and politely - chances are they have no idea that their music carries so much.0
