I assume that the landowner is Tesco as Highview is their preferred protection racket operator so why not complain to the organ grinder rather than the monkey? Tell them that their agent is claiming to abide by the BPA Ltd CoP while failing to do so which is an offence under CPUTR & you should also reporte Highview to Trading Standards.

    Thanks everyone.

Do I need to wait 30 days or summit before complaining?

    Thx

I wouldn't, and I would push again for the POPLA code.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I've written twice now with proper letters - they wrote once saying they weren't going to give me a code.

Why write them again? They aren't listening.

Because the first time you denied liability but gave no appeal point, which Highview have been kicking out as 'no appeal worth replying to'. Sorry I missed what was in your sending letter but in Highview's warped opinion it needed some 'appeal points' just to extract that POPLA code (e.g. the signage was non-compliant, no entrance sign with full t&cs which could be read & understood from the eyeline of a driver at the entrance).

If it were me I would really want that POPLA code despite all the effort it's taking - because your cold revenge will then be to beat them at POPLA like Parking Prankster does.

I agree, there comes a point where you have to stop playing their stupid game, because they are the ones making up the rules to suit themselves.

But it depends if FionaCat ever appealed as such.

Coupon nothing in the BPA Code of Practice or Protection of Freedoms Act says that someone must appeal on certain points, they have been given enough chances for them to act within guidelines
