Google music is brilliant. It lets you load you music (mp3) collection into the Google 'cloud' then play it on your PC/tablet/phonesorry if this sounds daft, but is this instead of loading music onto the tablet?
You basically install the Windows tool, point it at your music and let it upload your stuff to the cloud. Then on your tablet/phone, you install the app and all your music is accessible. This gets around the limits of how much space your device can store.

Initally you go into settings -accounts and add the details there on the tablet, that will tie the device to that account, should then just carry through to the play store app that will be on the tablet.
There will also be a gmail app on it, can't remember if carries through too or if you just have to add an account within it and it pick up the details too.
The point above about Google music is a very good one so certainly do it... but just to point out its going to be playing the music from somewhere else via wifi. No wifi = no music! so if he takes the tablet out and about its no good. He may want to actually copy some albums actually onto the device for those times.
With 16GB plenty of room.
