Fear not, parking eye thinks popla and keeper liability apply in Scotland (mercure hotel carpark, Inverness), but they don't.

Although not as bad as Euro thinking they can issue penalties (morrisons carpark Inverness)

Well for a start I was too quick off the mark. He's re-registered and is back without the hyphen. He won't be there long though. Doubtless he'll return with a new alias. Thing is he can't help being obnoxious so he'll give himself away.
From what I gather there is a story about a homeless man being turfed out of an Aldi when he tried to pay for something in small change. Toby clearly peed everyone off (probably with a photo) Noc O'Ntract reacted so might be able to tell us what was said or done.
