    Hmmm .... interesting survey results from Aldi are included in the request :

    "As identified above, both Aldi foodstore trips and combined Aldi/town centre trips have typical journeydurations less than 60 minutes, the majority less than 90 minutes and no trips extending more than 2 hours. Similarly, visitors undertaking trips to Portslade (separate from a trip to Aldi) park for less than1 hour."

    So their argument is that a vast majority of the users of the car park ALREADY leave within 90 minutes. It leads one to question why they therefore find it necessary to lower the limit from 2 hours as, taking their data, it would not free up any parking spaces any sooner. Of course those of a cynical nature might suggest the data is false and Aldi and Parking Eye are rubbing their hands at issuing yet more charges once planning permission is granted.

    I'll be objecting as well as contacting every councillor on the planning committee to point out the cynical disregard Aldi are treating them with.

    EDIT - I'll add, I will be asking the planning committee to challenge Aldi on the "nobody stayed for than 2 hours". If this is reliable data then that means Aldi will be happy to confirm that Parking Eye have issued no charges at this car park - I know for a fact that they have !

  • Morning Hot Bring! - That survey is full of contradiction for example from graph 2 data page 3 of 15 states:
    Graph 2 above identifies a maximum accumulation of 70 vehicles which equates to an occupancy of 95% (70 / 74 = 95%). Based on the interview survey results above, the car park accumulation is a combination of Aldi foodstore customers, linked trips, and non-customer use of the car park.

    The survey results identify an average duration of 41 minutes with 15 vehicles parking longer than 3 hours, just 7 vehicles parking between 2 and 3hours and 21 vehicles parking between 90 minutesand 2 hours."

    So obviously geared just to entrap more motorists!

    The analysis was carried out only on one day 5th August 2011 and 585 people entered Aldi, only 406 responded and 296 of these stated they also used the Aldi car park separately on other occasions to go the town centre.

    Considering this survey was carried out for one day only when the free parking time was 3 hours clearly shows a need for a further survey- plus most of these types of surveys are carried out by students and there needs to be factored in an element of inaccuracy. Also I bet they haven’t requested the number of parking charges issued by Parking Eye during that time to correlate facts.

    The report also states that there was high vehicular demand for the car park with people staying over the allotted time and there could be a further need for parking there but were restricted to the number of spaces available!

    CUE PE’S ethos that a quick turnover of parking spaces allows genuine customers to park! Makes you wonder who commissioned the survey Aldi or Parking Eye!

    Of course Parking Eye's contract terms (should they hold one) with their customer (landowner) states:

    3.8 The Customer may amend the time limit or tariff, with the consent of ParkingEye (not to be unreasonably withheld or delayed). In circumstances where consent is refused in accordance with this clause and the Customer does not wish to
    retain the tariffs or time limit in place, ParkingEye shall have the option to terminate the Services at the site without liability to the Customer giving 30 days, written notice.
    3.9 ParkingEye may amend the time limit or tariff, with the consent of the Customer (not to be unreasonably withheld or delayed). In circumstances where consent is refused in accordance with this clause and the Customer does not wish to amend the tariffs or time limit in accordance with the request, ParkingEye shall have the option to terminate the Services at the site without liability to the Customer giving 30 days, written notice.

    I was thinking last night...the survey is flawed in that it asks the wrong questions to the 'wrong/unidentified' people

    - there's no mention of the demographic of the people surveyed in terms of disability, age, any protected characteristics. Questions 1 - 7 in 2011 don't even ASK about any mobility needs and tars everyone with the same 'average customer' brush!

    - they didn't even ask 'how often do you have trouble finding a parking space in this car park when you want to use Aldi or the local shops?' so how can they say there's 'demand' for more empty spaces?

    - it is human nature to underestimate the time needed to shop, so someone saying 'I intend to take 45 minutes' to an interviewer, is thinking only about the actual shopping time, not including the arrival, parking up, then finally the loading of shopping and driving out. In practice I bet they'd be surprised to see their visit would have been longer on PE's spy camera than 45 mins.

    So what's the point of the survey and guestimates, when PE have the full 'visit time' data of every car that has driven in and out for the years since they grabbed this site from G24?!

    - and the photos from April 2013 show no gridlock, no real queue of cars, some empty parking spaces, just normal movement of people coming & going. And there are only a couple of bays in each photo view! No panoramic view of the whole car park (which isn't huge at all) so one would assume they picked the bays to take pics of carefully.

    Interesting to read the 'response to Highways Officer' link, where you can see/guess that the Highways guy wasn't happy in 2013 when this was first proposed. We have to show harm/detriment to visitors and local businesses then:

    Might be good to see if Peter Tolson of the Council will share his report of 21st August?!

    "Mike Perkins. our company wouldnt act that , i would like our company to be aldis parking company."

    I think this is genuine .

    I've now made a thorough search of the Pwllheli Planning Authority archive and am convinced that Parking Eye/Home Bargains do not have planning consent for their cameras. So I've lodged an online complaint with the planning authority.

    Interestingly, I did find a retrospective application by Parking Eye for cameras at a beach (Pant, Cilan) where they scammed my sister a couple of years ago. The application was approved a couple of months _after_ she was caught there.

    Make sure you ramp it up to the Local Government Ombudsman when they brush you off.
