He is clearly a scrounger who is happy to take both your sister's and the tax-payer's money without a second thought. You should tell your sister that he now has the money to repay her and jointly confront him.0

Of course he should pay her back. That still leaves him £200 to splash out with. You should tell your sister, she has a right to expect her money back0

I'd tell him my thoughts - that he should pay her back.
I'd also say that if it was me who'd lent the money, and I'd found out about this later, I'd be very angry.
But I wouldn't go round telling tales....
Its a fairly despicable thing to owe money to people whist going on a shopping spree. Sounds like not a very nice person.0
