I know this post is a bit old. ( ._.) Did you park in that tesco after?
I still park at Supermarkets where I picked up a PCN or two which I ignored (years before POPLA) and one recent one which I appealed & they cancelled.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They are not FINES and you need not have paid it. As you say yourself , they won't take you to court, so why did you pay it?What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

If you want to rescue a modicum of satisfaction from this, write to Tesco - local store manager and the CEO - and tell them exactly what the reason is for you deserting them to more car park-friendly stores (although neither Asda nor Sainsbury's are lily white in all this stuff).
Remind Tesco that they are losing market share faster than any of their rivals and surely they can do without some third party agent actively upsetting and, in the process, reducing their customer base!

On the subject of whether or not Tesco own the land, I'd just like to say that it is entirely possible that Tesco staff are telling the truth when they say they don't own it - in the sense that Tesco Stores Limited (the company that employs the staff and operates the stores) may well not actually own the land. As I recall, Tesco plc holds its UK property assets through a byzantine network of LLPs, offshore trusts, and the like, so its very probable that somebody other than Tesco Stores Limited is the legal owner of the land.
I don't know whether this matters one iota as regards parking 'fines'. I suspect not, but you never know.
That is very useful information, which makes it exceedingly unlikely that Highview have the correct contract in place to ever enforce their claim.

Hi - I parked for half an hour in a Tesco disabled bay without the blue badge. I had a disabled person with me from the charity I volunteer for and was there half an hour with spaces either side. I got a ticket and appealed but this has been rejected. The charity was willing to support my claim but this made no difference. The company working on behalf of Tesco are called Euro Car Parks - Has anyone had a similar experience and can give me some advice? Interestingly the morning I parked was Sept 18, the start of the Rugby Cup and this Tesco's is just across the road from Twickenham Rugby Ground.0
