if you can do this, Tesco deserve everything they get for using PPCs to 'manage' their car parks using the standard ppc method.Yes you can, it's easy to find out who owns the land - give your local council planning team a call or contact the land registry direct. The council planning team will also be able to tell you what the parking conditions in Tesco's planning application was so could hit them with a double whammy.
UYou could also check to see if Tesco are paying the correct buisness rates on their car park, if they are charging to park ( via a thrid parts isuing parking charge notices) the the ratable value of the land will have to be adjusted.
The ignore advice has changed ever so slightly with the introducton of the protection of freedoms act, and using the popla system is 'playing it safe' however it should eb remembered that ntohing much has changed, before POFA/POPLa it was still a fake ticket issued under some very dubious circumstances, nad now isnce the introduction of POLA/PPOFA these charges still have the same status, however until its tried in a real court, and properly defended a more cautios line is recomended.From the Plain Language Commission:

It's fair to say that if the situation below is the case, then they own the land, as they are used nationwide by them

On the subject of whether or not Tesco own the land, I'd just like to say that it is entirely possible that Tesco staff are telling the truth when they say they don't own it - in the sense that Tesco Stores Limited (the company that employs the staff and operates the stores) may well not actually own the land. As I recall, Tesco plc holds its UK property assets through a byzantine network of LLPs, offshore trusts, and the like, so its very probable that somebody other than Tesco Stores Limited is the legal owner of the land.
I don't know whether this matters one iota as regards parking 'fines'. I suspect not, but you never know.0
