Nigelbb - I've rang Pets at Home today and they advised that they cannot do anything about it as the land is privately owned and the parking enforcement company are not employed by them!! Allegedly. Thanks for all your advice.

You should have told Pets at Home that if the charge isn't cancelled that they will be losing your business and that of everyone else that you know. It was Pets at Home who kept you there for 2hrs 15 minutes so you should make them well aware that they are responsible for this charge and that they should complain to their landlord that PE are damaging their business.0

I have had a very similar one as well. I had to stop at Keele services and get the AA. I was there for over the 2 hour limit and have been sent exactly the same PCN. I have been through this forum and the most frequently advised course of action is to ignore the notice. I am still confused as to what backing I would have for that course of action? Is that the same for all PCNs or are there specific examples? For me, I also bought from the shops at the service station, but I am told that at least £30 has to be spent, but I cannot see where this information come from. Any help would be greatly appreciated.
Can I ask where this £30 came from? Was that on the signs in the car park or have the scammers just made that up? I need to check (or perhaps someone knows). but I'm fairly certain that Motorway Service areas have to offer free parking for rest brakes, there is no minimum spend, I'm also fairly certain they have to allow you refuge in the event of a breakdown. Even if that isn't the case, you have nothing to worry about, this is clearly a penalty charge that would be laughed out of court and they know it.

I think you could easily argue that's two hours from when the AA arrive. If it was me, I'd send them the £10 (or whatever the over 2hr normal charge is) as a gesture of goodwill to be passed to the landowner. Deny any contract or liability and head the letter 'without prejudice'. If they cash the cheque, Bingo! You can continue to ignore as any further cash is a clear penalty should they be stupid enough to try court, or, follow Coupon's advice to try POPLA - she really does know what she's talking about!0 -
The £30 figure is a made up figure out of the air, there is no way that a sign says a minimum of that figure is needed to get free parking. It would be commercial suicide! No matter what parking eye says if its not on the signage it can't be part of the alleged contract.
If you are a customer there is no loss it's that simple, if you have a receipt then it could be used in the challenge to them, if they turn it down because its under £30 then I would love to see them defend that in court or popla , an imaginary term with nothing on the signage about it.
They love making stuff up does parking eye, like the 35 day CoP rule that says they must either reject or accept a challenge, they say it doesn't apply to them. Basically they are lying scumbags, and their employees are the sameWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I wonder if that £30 is some sort of "secret clause" in the contract between the PPC and the store. That may be why PE are reluctant to show POPLA the contract. Just like the "don't prosecute any of our customers" clause that Somerfield had with PE and which came out in the famous court case.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

The Highways Agency regulations seem pretty clear to me, free parking with no obligation to purchase. Might drop them a line next week and some awkward questions about charges at service stations
