Yes for harassment cases it could be the police, for trading breaches you are looking at trading standards

Hi, please help again... Parking Eye no longer accept email appeals so I have compiled this brief letter - does it sound OK? I didn't want to go in all guns blazing and rub them up the wrong way but don't want to sound like a sap either!!
"Dear Sir or Madam,
Further to your letter received 6th June 2013 (copy attached) requesting evidence/proof of purchases made in store(s) at XXXXXXXX Retail Park on XX XXX 2013. As requested, please find attached 2 receipts in support of the appeal of the Parking Charge Notice. I did make further purchases in Sainsbury's however I cannot find the receipts for those.
I hope that you will seriously consider this evidence/proof and withdraw the Parking Charge Notice accordingly.
Kindest regards"0 -

Dear Parking Lie
In reference to the invoice xxxxx dated xxxxxx . The keeper denies liability to your company. Enclosed are copies of 2 receipts for the above date. The keeper requires that you cancel this invoice immediately as there is no loss to your company.
The keeper has nothing further to add, and if you reject this challenge they require a popla verification code within 35 days of the original challenge per Version 2 of the BPA Code of Practice.
Faithfully

Best of luck on that, you won't need it trust me, you won't be paying anything to them. A couple of things, don't send the original receipts, and get proof of postage from the post office (not recorded) , its free

Thanks again - I've copied the receipts and will go to the Post Office tomorrow to send them and request proof of postage. In the letter it says that they've placed the parking charge on hold for 14 days to enable me to provide receipts - so generous of them!!!0

I vaguely recollect something about businesses that accept payments/have a presence on the web also have to be contactable on the web/email.....
...but I could be wrong, and even then I'm not sure of there's any 'penalty' or enforcement action that can be taken [ICO maybe??]0
