    Anyone can make a complaint and it has to be investigated, the OP can then complain to the Ombudsman if PayPal don't refund him. Its completely free for the OP to do this and this is exactly the route I took when PayPal refused to refund me money. In the end they paid out.

    BTW the way you are trying to fob off the OP is exactly the same tactics PayPal use, but persistence will win in the end.

    As should anyone who buys or sells on eBay , to use a service that involves money and not understand how to stay safe would be foolish.
