Tricked into closing ebay case

Can I just asked how you paid. I know you used Paypal, but was it your Paypal balance or a credit or debit card. Just if you used a card or your bank account the money is refunded straight into that so your Paypal balance will not have increased...xx;)I HAVE NOTHING TO SAY;)0

does the seller sell cheap items ke £1-£5, if so get your friends to buy them and leave negative feedback, 5-10 should ruin their rep0

Seriously though there is absolutely nothing to stop the OP asking PayPal to give him his money back and making an official complaint to them if they don't. It even tells you how to do this in the user agreement in Section 14.

Which is what s/he is going to complain about. Do you understand that PayPal have to consider the complaint and if they do nothing the OP can complain to the three regulators?
Your link merely went through to the paypal user agreement in which it states the one case per dispute rule. You seem to be confusing yourself.
This thread is about an ebay case being closed early. Once an ebay case is closed it cannot be reopened.
A case in ebay or paypal for that matter, is in essence the same approach. One case of INR and SNAD per transaction, once closed, it is closed forever unless an appeal is granted.
You cannot reopen either.
Ebay and Paypal cases are opened for the buyer/seller to reach a resolution. If the resolution isn't reached then either can escalate. Then the case is looked at by Ebay or Paypal staff, to consider a remedy.
You seem to be confusing regulation with dispute cases involving buyer/seller.
Rather than post links, perhaps you should do a bit of reading up yourself.A good start would be to look at the actual thread you are posting on.

Anyone can make a complaint and it has to be investigated, the OP can then complain to the Ombudsman if PayPal don't refund him. Its completely free for the OP to do this and this is exactly the route I took when PayPal refused to refund me money. In the end they paid out.
BTW the way you are trying to fob off the OP is exactly the same tactics PayPal use, but persistence will win in the end.0
