    Can I just asked how you paid. I know you used Paypal, but was it your Paypal balance or a credit or debit card. Just if you used a card or your bank account the money is refunded straight into that so your Paypal balance will not have increased...xx

    does the seller sell cheap items ke £1-£5, if so get your friends to buy them and leave negative feedback, 5-10 should ruin their rep

    Seriously though there is absolutely nothing to stop the OP asking PayPal to give him his money back and making an official complaint to them if they don't. It even tells you how to do this in the user agreement in Section 14.

    Did you read the first few posts? OP has opened a case and then closed it and to close it paypal remind you that you need to be satisifed as it cannot be reopened.

    Which is what s/he is going to complain about. Do you understand that PayPal have to consider the complaint and if they do nothing the OP can complain to the three regulators?

    Your link merely went through to the paypal user agreement in which it states the one case per dispute rule. You did not mention anything about a regulator.

    You seem to be confusing regulation with dispute cases involving buyer/seller.

    Rather than post links, perhaps you should do a bit of reading up yourself. ;) A good start would be to look at the actual thread you are posting on.

    You can quote as many acronyms as you want, but the OP can make a complaint and ask PayPal to refund the money he was supposed to get. It is all laid out in Section 14, complete with links if you actually read it.

    Anyone can make a complaint and it has to be investigated, the OP can then complain to the Ombudsman if PayPal don't refund him. Its completely free for the OP to do this and this is exactly the route I took when PayPal refused to refund me money. In the end they paid out.

    BTW the way you are trying to fob off the OP is exactly the same tactics PayPal use, but persistence will win in the end.
