Make a claim under PayPals Buyer Protection. If they fob you off make a formal complaint to them. If the seller said he was refunding you, they should refund you.0

You can only claim once (for the same type of claim).
So if you open a SNAD, you can only open ONE and once it is closed you are done for as far as cases are concerned.
Did YOU not know that?
Buyer Protection/Seller Protection are cases. If you want to file a chargeback, then you need to seek the help of your funding source. If you paid via balance, then you've no hope on that front.
But YOU knew that did't you!
