    Make a claim under PayPals Buyer Protection. If they fob you off make a formal complaint to them. If the seller said he was refunding you, they should refund you.

    He can still claim under Buyer Protection by making a complaint to PayPal - did you not know that?

    You can only claim once (for the same type of claim).

    So if you open a SNAD, you can only open ONE and once it is closed you are done for as far as cases are concerned.

    Buyer Protection/Seller Protection are cases. If you want to file a chargeback, then you need to seek the help of your funding source. If you paid via balance, then you've no hope on that front.

    That is where you have being going wrong if you are relying on SNAD cases - you need to open an AMFA.

    Also note that randomly typing a few words in uppercase does not help in a dispute with PayPal.
