I struggle to make friends and have for years. I agree that making friends is a difficult thing, and much more than just being a nice person. What makes someone want to meet up with you outside the norm, such as work? Surely being exciting all the time isn't possible....

I know it sounds stupidly simple, but do you ever make the first move?

Its pretty common for people to be a bit shy about forming new friendships, in lots of ways its more daunting than asking someone out romantically! You've got to take the plunge a bit though. If you meet somebody you get along with at work, at a class, at an event, at a hobby meeting/club etc. then if its ever going to become a friendship somebody has to be the first to initiate an 'out of comfort zone' meeting. If they don't want to be friends, they'll be polite but never actually make firm plans and you can carry on just 'getting along'.
