I would suggest that the intention is to wear people down. There is little justification for the multiple levels beyond that, that I can see. of course I'd be accused of being unduly biased, which is probably true but it is based on a good few years experience of dealing with PPC's.What is it with 14 and 35 days for every job holder ??? I have added your suggested wording, taking a deep breath and about to post the letter.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I have no further information to provide and will not be contacting you again. For the avoidance of doubt, this means that if your Manager Review fails to uphold my appeal you must automatically enter this for your Customer Service Director review, and if that fails, you must send me a valid POPLA code. As per the BPA guidelines, this must be completed within 35 days of my initial appeal.[/QUOTE]

I have just received a Parking Enforcement Notice. I know the law changed in October 2012 but can I still ignore as this is NOT a PENALTY Charge Notice.

Following advice given last time, I wrote again enclosing a cheque for an amount to cover the cost of the car parking that dispite trying, I had been unable to pay at the time because of problems with their text to pay system. Last time I wrote I followed advice and reiterated my request for a POPLA code wef from my original date of request of 15 April. Now received a one line letter asking me to "provide my phone bill showing my call made to pay on the day" I am happy to do this but just wanted to know if this would negate my last two requests for a POPLA verification code as I stated that my letter was my final response? So if I respond with copy of mobile phone bill will it effect my request for a POPLA code within original time frame ? Thanks you again to those who have helped your experience with these things is very much appreciated.0

Send back an email thanking them for accepting your appeal, they have timed themselves out of this, they had 35 days from that date in April to either accept or reject your appeal. Tell them any further contact from them or their agents will be deemed harassment you reserve the right to claim up to £350 from them for that.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. Thank you Stroma I will do this but it will have to be a letter as I don't have an email, I forgot to say that their last letter to me was dated 23rd which was the 35th day. (I was away for half term week). Is it okay to enclose a copy of my phone bill when I thank them for accepting as it does show that I made the calls.0

Just quote this from the bpa code of practice. Simply say in your letter is that as you can see that I have supplied proof of ringing the number out of courtesy, but as the BPA Code of Practice says you MUST now cancel this fake ticket per the text below22.8
You must acknowledge or reply to the challenge within 14 days of receiving it. If at first you only acknowledge the challenge, you must accept or reject the challenge in writing within 35 days of receiving it. We may require you to show that you are keeping to these targets
Then if they do come back again with a rejection, I would seriously consider sending the a notice before action, with harassment claim for the £350 I mentioned above. But only do this if you seriously are going to do this.
