I have just received a parking fine for £60.00 from Vehicle Control Services Ltd. this includes 3 pictures of my car allegedly breaching
car park terms at Liverpool Airport. My wife picked up our visitor from Belfast, I was running late to pick them up so they proceeded to walk out of the airport and it was along the approach road that I stopped to pick them up, in all I stopped for 33 seconds according to the pictures. We don't park at the short stay as we have had numerous problems there, one incident I had missed the short stay allocation had to go to the terminal to get a ticket and it cost something like £6.50 for ten minutes that was in 2011. Please help, do I pay, this is a lot of money to me. Thank you

    You haven't received any fine, just an invoice demanding payment, as you can see the amounts are clearly a penalty. This would never reach a court unless they are nuts.

    But you could appeal to vcs with something simple, and when they reject that, take it popla to defend it properly, which we can help you with.

    Or just ignore it all and get letters in the post in desperation of your money. If they were nuts by the way a defence can be given to see them off.

    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    What is popla? I think I will choose to ignore it but it makes me nervous as I am unsure with this sort of thing. My husband and I are both retired and not worldly wise. It has taken me ages to figure this out, threads, posts etc. Thank you

    If you don't know what POPLA is you need to read the 'sticky threads' (always read the sticky threads = the info threads permanently 'stuck' at the top of any forum):

    You will see there, 'POPLA decisions' at the top, showing you what sort of appeal wins and what doesn't win, at POPLA (independent appeal). And then you'll see 'New POPLA information website' which tells you all you need to know about this stage of appealing.

    And then you'll also see 'PPC letter chains' which - if you click on the link in it, to the OLD pre-October letters, gives you a full picture preview of the debt collector (and 'solicitor') letters the PPC will bombard the registered keeper with, if you don't bother with POPLA.

    We recommend appealing/challenging; we recommend POPLA with our help!

    But ignoring it is OK as long as you can laugh at the scam and just tick off each threatogram that matches the pictures in the letter chains old pre-October thread list. Just don't throw the letters away - keep them like I do in my handbag, to show friends & family, and in case the PPC tries a small claim (very unlikely from VCS for various reasons!).

    That's why we recommend POPLA though - stamp the scam out nice and early! Just means sending an appeal to the PPC first. See the links.

    Re previous blog. I appealed to Popla, it is going to be heard on the 23rd August. Popla have sent me 'Evidence' from the car parking firm of us stopping on the road for 17 seconds also video. The fine has gone up to £100. I hear popla reject a lot of appeals. I did stop my visitor was unwell coming of the plane, I had to ring my husband for him to collect us.

    PoPLA don't do mitigation. You could of been run over by a bus in the car park and they wouldn't accept it. What they do seem to like (mainly because they don't have a choice) is an appeal around pre-estimate of loss, signage, lack of contract, etc. So, what did you put in your appeal?

    I told them that my husband dropped me at the airport to collect our visitor, then went off to another appointment. Our visitor was visibly unwell when I met her, (she had been off work as a nurse for 4 months0 I rang my husband to say it wasn't a good idea for visitor and I to get shuttle bus into town as planned as she was obviously not well. He returned to the airport we walked down past the roundabout for fresh air, he stopped (on record) 17 seconds. I asked for common sense to prevail as we are both retired people. I am not saying we didn't stop we certainly didn't park, we are both responsible people who acted in the best possible interest of our visitor, and caused no problem to the general publics safety.
