Yeah I guess so, do it via email if you can as its free for you
When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

The date on the notice to keeper is the 21/06/13 but it only arrived today, it says on the notice they will assume it was delivered within 2 days unless i can prove it and the post mark on the envelope was the 24/06 in london so this must be the date i have to work off as its obvious it hadnt been posted before it.
What is the maximum number of days i must recieve the notice in

Keep that envelope of course, ready for part of your POPLA evidence if the scumbags send you a POPLA code. Read a few examples now of what makes a strong POPLA appeal:

Is it true that the RK has to pay the dvla to show who it was that requested the driver details, an email was sent to them last night just to see which company actually requested the details and thats what they have said today.

Nope. This is a misunderstanding by the DVLA in your case, email them back and explain that this is your own vehicle and you do not need to fill in a form or pay. This has been mentioned before on pepipoo, happens a lot as the DVLA get a lot of requests and almost all cost £10 or something, I guess they thought it was one of those situations.

I think you'd have more luck if you word your query as a complaint to the DVLA about giving out your data and then ask the question as part of that complaint. Did you use:

FOI@dvla.gsi.gov.uk

That email address does get read and replies are sent if you complain.

Whats the best way to appeal this ticket now they have breached POFA, do i just state that as the keeper they cant pursue any further details from me as the have breached the time limit for the notice to arrive, or do i supply proof to them and all the other pointers i had been planning on using or should i just save them for the popla appeal, also, should they have provided some proof of the parking incident in this notice to keeper or does that not matter.

You could use the template above from Stroma, or you could go on the all-out attack and send more of a complaint (designed to get them to cancel it) plus a strong complaint to the DVLA.

As in this template response from Broadsword on pepipoo:

http://forums.pepipoo.com/index.php?showtopic=80531

If you follow that complaint version definitely send the DVLA email as well. These companies need reporting properly every time because it's this sort of thing that can lead to the PPC getting banned (potentially).

Ive just been having a read through this website and i now feel that it really isnt worth giving POPLA any of my time either, does any one have any experience of going through the appeals process with cast iron points and still get rejected and if so what happens after you have a rejection, can you carry on appealling the ticket or are you forced to pay up at that point

POPLA isn't binding on the motorist but is with the PPC.

If you lose, you have no more appeal chances until you get to court.

If you lose there, you have to pay. Failure = ccj and probably bailiffs.
